I have no idea what are these, but the form is (roughly) Russian/Soviet. Too new for Tsarist period. I'd say 70's-80's Soviet or some other eastern block (not DDR, not Yugo) - Czech, Polish, Hungarian, Bulgarian - there were hundreds of uniformed organisations, from police/firefighters to more odd ones like forestry, fishing, construction troops/officials, inspections, youth organisations ...Comment
