Request for Russian Translation Help

Can anyone help me out with a translation of the wording on the cover of this 1954 Soviet Navy Folder?

I can post more photos of the contents, but I would be very grateful if one of you fellows might be able to assist me with a translation of the cover. The first page of the materials inside the cover carries the same language of the cover itself. I just included it because I like the Soviet Navy flag on the document!

Here are a few more photographs of the contents.
There are a total of 58 images, each one of them numbered.
The package has small cards with text on them.

All of the images in the package deal with the political and military history of the Soviet Navy.

I am assuming that the package was perhaps used by teachers or political officers for lectures on the Soviet Navy.

Comrade Stalin presides over a meeting in this image.
Whether he was actually there or not, who knows?
He seemed to get himself into the pictures of many events that he was never at!

And a photo of the small cards with text. Unfortunately, they are not numbered to correspond to the photos, though.

That was real event - his visit to light cruiser "Chervona Ukraina" in 1929.
