Could be as early as Feb 1945.
But it is hand out day. The actual citation day can be sometimes quite distant.
F.ex. there is a close number for an action and decree date in Oct 1943.
Only research can make it clear.

The only thing we know for sure is that it was manufactured in March 1945. As Egorka said, it could have been awarded much earlier or much later.
