I usually don't buy Soviet items, but I bought this today from the widow of a long time collector. Is this a Generals hat?

Yes, it's a Bulgarian generals visor. However, i doubt that Soviet cockade belongs there in the wreath though...

You can likely find the correct Bulgarian badge on eBay and get a quite desireable bulgarian general visor cap.
