Were WW II Regimental flags made in both silk and a red velvet type cloth? I have seen such flags with different colored streamers. Do the streamers have any special significance?

Yes, as I have several examples of both
material types in my own collection. IMO
the silks are the majority normal issue,
and the velvets are the special event or
award banners. Service decorations were
pinned to the flags, to be later replaced
or augmented with the medal ribbon in
tasseled streamer form. Likewise, battle
honorifics were added to the unit title on
subsequent issues of the Soviet unit flags.

There are a few books and pamphlets with very
limited content in Russian on Soviet unit flags.
A book in English that I like is by Robert Poirier
and Albert Conner, entitled: The Red Army Order
of Battle in the Great Patriotic War, published in
Novato, by Presidio Press, in 1985. Silk flags are
nice too, but weaken with age, where as velvets
IMO are much more display sturdy over time.
