Red piped double Breasted Mundir

I understand that double breasted Mundit Parade uniforms were exclusive for special troops like State Security, Frontier guards and NKVD. SO green and Blue piped...
What about red?

Who would have worn red? (it is stripped but worth restoring?

State militia (Police) had double breasted Mundir uniforms but those were made in dark blue wool with such red piping...not in olive drab-Khaki color...
Any ideas?

Some collectors have told me it is an anomaly as this color did not exist for the State security branch...its either green for border troops or blue for State security NKVD-NVD etc...

So with that said is this one also a mistake???
