1934 Russian Archives Economy decouments, what is it?

I think I may have posted this on here a while ago when I first bough them but here are some documents I bought a couple of years ago. I believe when I bought them the lady who I bought them from said they were something to do with the economy.

She said they were found in an apartment her or one of her family members had bought in Moscow. Now of course when I hear that I think of a Cold War thriller and my imagination goes wild.

Does anyone know what these really are? I am wanting to part with them so if anyone knows what they are worth please let me know so I can sell or trade them off for more Soviet items

Also at the end of all of the booklets there is a handwritten page, can someone here that can read Russian tell me what that says please?

    Many thanks!

These are meetings reports of Labour and Defense Council of USSR - the supreme economic body of state (like ministers cabinet)
Handwritings on last pages are notes of secretary about number of pages.

Thanks! Do you have any idea of a value on these?

I can't really read Russian, but it appears that these were from the state archives. Not sure why or how they got out. I don't think there's much value in them...but the signatures might be of value, depending on who they are from (and I can't read them...)
