Not specifically familiar with it but I believe it says Glory to the Red Army on the obverse. It's marked to the Moscow Mint on the reverse but with a Pobeda factory marked screwplate.
I believe this badge was specifically for a participant in the 1945 Victory Day parade. I cannot absolutely vouch for it's authenticity, but it looks good from the photos. Looks as though it was originally pin backed (vertical), but was converted to a screw back- better for a military uniform.
