Soviet WWII "budyonovka" hats also without cloth star?

Hello guys

I am in the process of buying this WWII soviet "budyonovka" hat from e-stand and seller has allowed me to post this thread with the hat as I have a question:

On the photo I have you can se identical hats but they are with cloth stars underneath the metal star. There is no cloth star on the cap in question (metal star missing but this can easily be replaced).

So I wonder if these hats were delivered/are known to exist without a cloth star as well? Regulation?
