Naval Border guard flag, WWII ??

Hello,
Picked this flag up, it is a Naval Border Guard flag, from the little bit of research I was able to do I think it is WWII, someone else who was interested in it was talking it down and saying it is late 50's or newer?? Can anyone say for sure what the period is, thanks for any help..

SBGF green flag age ???

SBGF green field design service flag use is listed online
as 1935 to 1992. So without a header stamped date, it
is hard to exactly say the age of your example. Based on
Soviet flags with dates that I have seen, the newer ones
have very small color fabric swatches sewn into the header
edge as some sort of a quality construction control method.
