Soviet "Excellent Policeman" Badge, Type 1 with Document

I think I am drawn to Soviet police ("militia") collecting because the overwhelming variations are sorta like Imperial German awards' varieties...

This badge was created 23 December 1953 for all ranks. Note the Soviet State Seal ("Gerb") which is type of 26 June 1946 (16 Republics). This was altered per order of 12 September 1956 to the 15 Republics type-- so this Type 1 badge was only awarded 1954-56, only for not quite three years before the NEXT shortlived type came in. These were worn on the right breast like academy or Guards badges.

The reverse. Like most badges from this period, the screw nut shows it was made at the "Victory" Factory in Moscow.

The award booklet follows the standard Soviet style for medals, though on cheaper paper which has browned. It bears only the State Seal and word "Certificate" without the title of WHICH award it bestows. The badge is alongside for size comparison.

Here is the inside, showing it was awarded to Ivan Mikhailovich Shegeda per Ukrainian Soviet Socialist Republic Ministry of the Interior order #169 of 31 May 1954. The stamp is of the Command, Kiev City Police, and it was signed by Kiev City Police Commander, Police-Colonel Mazinchenko.

Typical of most Soviet award documents, there is no rank given for Shegeda, but in 1958 he was a Police-Senior Lieutenant and ultimately a Police-Major, all in the City of Kiev police force after WW2 service.
