Yes, as I know this colour name in English is "navy" but not "blue".
I'm not an expert on modern Russian Navy and can't say does this uniform existed now but as I see on Russian officers group picture from your post #1 - it is still in use.
This type of uniform (called "kitel") was common to all Soviet Navy (not only submarines staff).
By the way - "2" , "3" enlisted man class badges and YCL badge don't respond with "kitel" on your last post. Sleeve signs also doesn't respond with shoulderboards.
