As Gus says, these are really hard to judge without holding them. There are excellent reproductions. The fact that this one has no real wear to the higher features on the front would make me want to scrutinize it very closely. I have had one in similar condition in my collection since 1991 and I have always wondered about it, just because it is so nice.
I suppose that you would not expect a navy buckle to get the type of wear that one of the ground forces would, especially when you consider that navy personnel would not have worn such a buckle with the same regularity.

thank you. i'm a little concerned that the design is a bit different than the closest i've found online. perhaps a variation of a specific maker.... here is the link,

I have managed to find examples of nearly every Russian buckle that has been recently reproduced, except this one. The thing that I like about this one is the condition of the plating, nearly gone, with minimal wear patterns, to me, this looks to be an age indicator. Often, the artificially aged items will have signs of wear that do not fit normal use or age.
Hey Chip,
a buckle in this condition in your collection would be on the bottom end of condition, from what I have seen Dating from before 1991, I would have little fear of authenticity, as there had not been enough time for reproductions to have been made (in my opinion) and late enough for someone's grandfather's buckle to have made it to the market.
The sad fact is, everything is now suspect
Best
