The medals are; on the left: Order of the Great Patriotic War(OGPW), probably Second class and probably the 1985 reissue. On the right; medal for the 40th anniversary of the GPW, medal for the 30th anniversary of the GPW (they are in reverse order) and medal for the 50th anniversary of the Soviet armed forces.
Rank is Major. Can't tell the branch, the image of the device up by the shoulder board button is too dark.
Nothing too special here, unless the OGPW is a 40s issue piece, which I'd be surpised if it was.
IMO, it's 40/60 if this is totally original. Maybe less. Thanks,

Comrades,
I agree with all the points raised, the Jacket looks good worn with Green Shirt, Tie, Tie Clip, Breeches, Boots and Officers Pilotka or an Officers Peaked Cap, Green Shirt, Tie, Tie Clip, Trousers, and Brown Shoes.
Good for be cutting about the Barracks or Staff work within the Regiment.
A pair of smart practical Orders of Dress.
The Jacket can also have subdued Green plastic buttons.
