Another request for ptice on a cap. This time an enlisted man's white toped cap c/w cap band. I would like to know what a reasonable price is for one of these hats today. I have forgotten what the cap band says and would appreciate a translation please.

The educational institution is based in March, 1933. This school prepares high quality military experts. In 1998 the Naval awards of the Red Star High School of Radio electronics of a name of A.S.Popova (ÂÂÌÓÐÝ èì. À. Ñ. Ïîïîâà) it has been reformed in Naval College of Radio electronics (ÂÌÈÐÝ).

The cap itself is extremely common, I'd guess <$20. The tally may be rare-ish. Years ago I collected cap tallies (not Soviet) and it was U-boot and famous-named RN & USN ship tallies that drew the bucks, not shore-based stuff.
