15 scroll arms ???

Hello Schelberg:
IMO a generic later era undesignated award banner, each scroll
on the Soviet Union Arms reading "Workers of the World Unite",
the USSR (CCCP) national motto of the time, which is also repeated
aross the top on the Lenin head side. Flag has 16 scrolls with the
same motto expressed in ethnic languages on the wheat shafts which
makes it post 1956. Such flags retail for around $200 USD these days,
which depends on condition, extent of embroidery, and if there is
something actually lettered to an organization as an award citation.
Soviet Arms versions:
1 First version (1923-1936) -------> 7 scrolls, count includes one at bottom
2 Second version (1936-1946) ---> 11 scrolls, used on unit flags until ~1942
3 Third version (1946-1956) -----> 16 scrolls, Latvia, Estonia, etc., added
4 Fourth version (1956-1991) ---> 15 scrolls, Finland SSR scroll removed.
