There were at least three variations of thim badge - all for different years: 1935, 1938, 1944.

They were awadred for completion of certain sections of Moscow subway.

Here are the badges for the three phases of the subway construction. I understand that the Phase III/1944 badge is the rarest because most of the workers were German POWs and they did not get the badge, only the Russian supervisors did. All three badges have a serial number on the backside.
