Found this about 10 years ago in Vietnam. Can anybody ID it? I paid 50 cents
for it because the shop owner said it was for Russian advisors in VN.

Hello Joe,

This was not for soviet advisors in Vietnam. This pin seems to be issued to MVD (Ministry of Internal Affairs) personnel or units related to Chemical/Nuclear operations. These units took action during/after the Chernobyl disaster, so this may well have been given to a person who served there cleaning or helping with the relocation of civilians and victims. However, due to its quality, could be a commemorative, unofficial piece.

You got a fair deal, I think. 50 cents is nothing.

That is exactly what the badge is.

It was given to a Soviet Interior Forces (the 'BB'), Ministry of interior Forces participant of the Chernobyl cleanup (the '4A3C' at the bottom).
