The badge is an "Excellent Border Guard" from Hungarian People´s Republic. Very nice!

I have no clue for the collar tab. It may be german.

The Hungarian Boarder Guard Badge is not too rare for they pop-up on eBay on a regular basis. The are worth about $10-$25 depending on condtion. Here is a cased one with miniature that is on eBay right now with a "Buy it now" Price of $29.
