Imperial Russian Belt Buckle with Soivet stamp

I was looking at this belt buckle and I was wondering. Why would a Imperial Russian Belt Buckle have a soivet stamp? Could it be from a Museum or could it be captured from the Russian Civil War? Any comments are welcome.

the stump doesent say that it's a soviet stamp
