Civilian Labor Group. Lots of enamel

Here is another grouping. Unfortunately, Labor groupings are next to impossible to research. I would really like to know more about the person who was awarded all of this...

I notice they got the October Revolution first, then the Red Banner of labour and finally the Badge of Honour. Is it not unusual to get the highest award first for a non military group ?

I do know that I bought it in 1992, when documented groups like this were pleniful. I got it from Igor at what is now, www.collectrussia.com .

I am thinking the reason for the dates is that the lower orders could have been given at a later date for Long Service.
