1943 Order of Victory - 50s patch

Not to ask dumb questions, but I'm curious... Was there a body in that envelope? As I understand it, US Immigration handles people moving in and out of the country. US Customs handles goods coming in and out. Unless there was a body in the envelope, I think it should say something more like "US Customs" on it....
Or maybe I'm just out of my realm of expertise...
Also, what does that large "hammer and sickle" wax seal have on it? Dealing with customs in the USSR in the 80s and with Russia and Ukraine from the 90s onwards, I've only seen wax seals with the full Soviet seal on them, so this one is undoubtedly very rare.

You are quite correct about the "body!" I had the customs officers place the stamps on the envelopes. In the US in San Francisco there was a "green" form I filled in. As to the seal, I do not know the Russian policy on their sealing process, when I purchased them in Vladivostok they came delivered that way.

Is there any authority for that position?
I purchased one of these bullion/sequin examples on Ebay about a year ago from a seller in Russia. To my knowledge there are souvenir pieces that have been made over the last few years. I have never seen any regulation that such pieces were intended for wear on the uniform, particularly since the date stamp on the envelpe above is 1999, and I believe that by that time all of the original Order of Victory recipients were dead.
Is there any authority for the idea that cloth versions were made for official wear, or that the example shown above dates from the 1950's? To my knowledge, all photos of Order of Victory recipients, even those taken into the 1960's, show them wearing either the actual Order itself, on dress uniforms, or the ribbon of the Order on service uniforms, something which is borne out by the existing actual uniforms of the recipients such as Zhukov.
I would be very interested in the details.
