An Officer's pin

A friend of mine got this from a friend who went to Russia, but he doesn't know if it was real or how much it's worth. He's not going to sell it, but he'd like to know. Any ideas?

Not to forget folks, those who were given this badge were surely proud of it. To them, probably worth a lot more than 25 cents.

However like many things Soviet militaria wise both the pride and the value went out the window in 1991.
