Soviet Red Cross Numbers

Hello Friends,
I am hoping someone can help me out with some info about this badge. There appear to be numbers on the reverse 311959. What are signifigance of the numbers? Also, what would collector-tocollector value be on this. It came from one of our sponsors. Please forgive the scan quality. Thank you all for your help. Robert

The reverse number was the secret launch code to arm all the Soviet Union's ballistic missiles.
Actually, it is the badge's serial number that would have matched an accompanying booklet document.
Value is relative, but I'd say about $20.
