Oooo, I have a baaad feeling about this:

while the mounting actually is CORRECT right through 1995 WW2 Jubilee, this is such a "kitchen sink" that I have grave doubts about it. The felt backing, rather than uniform material, is grounds for concern too. See if it passes the "floppy test"-- for which do a search on "Soviet ribbon bars" and see the old thread here in this Forum.

Soviet ribbon bars, like German ones, are being MASS PRODUCED. Most of the fantasy fakes are, like the German ones, absurd and impossible combinations just slapped together for "bulk." This one is "almost perfect," but... TOO "perfect." Too many awards, all three city jubilees... but also the IMPOSSIBLE full set of long service awards-- the only slip up-- for someone who in reality would have only got the 20 years medal when those came out, not the 15 and 10, which had been passed before 1957 creation (and usually 1960+ armed forces actual bestowals-- I've got documented groups for officers who joined in the 1930s and got their "20" in 1962, say--inexplicable delays from 1957 creation date)

When they start sewing them on and removing them, to improve the made up bars, oh what fun.

This one, in my judgement, is an ALMOST perfect, newly made collector market parts bar.

Your bad feeling is probably correct.

While I do not collect Soviet ribbons as a rule this seems to me to be a 'fantasy' group.

It was only $30. so no 'major' loss.

        Nearly perfect...

... but what the real giveaway is, is the FOUR Fire Brigade Long Service Medals on the top row!

This "group" was discussed at some length on the Soviet Awards forum and was dismissed, unanimously, as a made-up ribbon set. It is pretty though.

I just realized that our old thread on all the sorts of Soviet ribbon bars had all its images go poof with my old image hosting site, so will start a new one.
