Russian vehicle Night vision information TKN-1S

I was given these by a friend after the Gulf War. I ran across them today and was wondering if anyone would have any idea of how to power these up. Also why is the writing on these in English? Does all Russian equipment run on 26v? Any information on them such as what vehicle they were originally in would also be helpful.

Night vision device ТКН-1С was installed on Soviet tanks Т-54Б, Т-55, Т-62 and light armored vehicles BRDM, БМП-1, БМП-2, etc. The night vision device is ТКН-1С intended for use by the tank commander for observation.
China also supplied military equipment to Iraq. Your night vision device is probably Chinese made.
The device is connected to the on-board network of 24-26 W, but for its operation you need an infro-red device to illuminate the ОУ-ЗГА-2. You don't have ОУ-ЗГА-2, so ТКН-1С won't work.
