Toy souvenir medals ??

My wife found these at a garage sale yesterday and we have no idea
what they actually are so I am posting them here to see if you guys can
help us out.

I'm guessing that they are not military related and they are not very old
but Soviet items are complete out of my wheel house.
Any help you can offer is greatly appreciated.

These are all the former Soviet republics.

I think that is the set of badges devoted to 50, 60 or 70th anniversary of USSR.

Also had some of these Sets and got told by the Seller that these are normal Tourist Badges what could bought at several State Museums and other Tourisic Places.
Think they have nothing to do with a special anniversary.
They came all on a Card like your's, placed in a white Cardboard Box with some Printing on it, saying something like Soviet Republics Seals and Flags Badges or so.
