Soviet/Russian Era City or Oblast Pin ID

Can anyone please tell me what Russian city or region this pin is for?

It is the town of Gzhatsk which was renamed in 1968 as Gagarin. It is a town and the administrative center of Gagarinsky District of Smolensk Oblast, Russia, located on the Gzhat River, 240 kilometers northeast of Smolensk, the administrative center of the oblast. Interestingly, it acquired town status in 1776, the same year the United States came into existance.

The badge shows the coat of arms of the city of Gzhatsk.
Badge from a large series of badges "Emblems and Cities of Russia."

This is also the badge of the city of Gzhatsk (another name for the city is Gagarin in honor of the first cosmonaut, he was born in this city) Astronomy-Aviation-Cosmonautics-91 is written on the badge. What is a monogram in the center of SF (СФ) I do not know, some kind of abbreviation.
