Unknown Soviet Ship Badge - Help ID Please

Anyone know what this badge is? The backside is plain with no markings. The badge is made of brass and enamel. It is heavy and weighs 30.5 grms (1.1 oz) and is 6.4 cm (2.5") in height and width.

This is from the Soviet Ministry of the Fishing Industry. Top says "MinRybKhoz" (which is the said Ministry), bottom says for "For work without accidents", "10" on top stands for 10 years of such work, I would imagine.

Thanks for the reply. I found this at a flea market and not knowing what it was I thought this might be a big fish. Not wanting to let the big one get away, I picked it up hoping it was going to be a lucky find. Oh well, I guess there is more fish in the sea .

Kind of odd that it does not have the sickle and hammer.
