Soviet Militia Cap Star - How to determine authenticity?

Okay. My only response on another forum to this was a thumbs-down, but the guy making this declaration wouldn't explain why.

Soviet cap stars are one of the few specific types of militaria I'm interested in focusing on. I'm trying to brush up on these things, to learn right from wrong. Assuming this example is bad, can someone tell me, other than condition, what details determine this to be so?

It's made of some sort of hard alloy, maybe nickel-based. 2 piece construction, new/like-new condition.

I’ll hazard a guess that it appears to be a 1940s design, yet the quality is what you expect in the 1980s.

With 11 banners this one should've been used from 1936 -1946. However I doubt the authenticity since the quality looks too modern.

It is imagination. Here is a good website on the police of the USSR. Unfortunately only Russian, but if you want to translate it is possible

It looks like a fantasy item. It doesn't exist in the Kutsenko; all materials are brand new... do the enamels glow under UV?

There is one on eBay for only 125 bucks, it's even of a slightly different type, perfect for the variant collector! Being sarcastic here....
