Not Soviet, it is Yugoslavian. I think it is their Republic Day badge. Looks early.

Not Soviet but Yugoslavian indeed. Even the maker on the nut says Zagreb, clue enough

The Federal People's Republic of Yugoslavia was founded on that day. So it's a "Day" badge, if you will, to commemorate it.

Didn't even look on the nut!

It's Yugoslavian, but not an anniversary badge, it's a border guards' (graničari) breast insignia. Very common, perhaps this one could be a bit earlier version, say 1960s, judging from the nut's pattern.

The foundation date of the Republic (29 November 1943) is part of the SFRY coat of arms (see my avatar). The sword in front of the country's shilouette symbolizes the defence of its borders.
