Russian shoulder boards?

Has a label on the back that says "Turkey Sultan before 1908".
Unfortunately I can't find any Turkish ones that look like this.
But from what see and compare on google they seem to be Russian, my guess is around WW1?


Can someone confirm? Rank? Worth anything?
