Are these booklets the equivalent of the German Wehrpass ?

They aren't exactly like a German Wehrpass... They don't have the same level of detail regarding where the person served, units served with (normally), etc. Occasionally, you'll find ones that have many entries in them, but the majority are pretty sparse. These were mostly an "accountability" book - this was to make sure the soldier had his allotted uniform items, etc.
For this book pictured, it's nice because it lists his unit. The 101st Rifle Regiment served with the 4th Rifle Division, which finished the war in the suburbs of Berlin as part of the 1st Belorussian Front! Always makes for good researching!
