who is this? - Taiwanese I think

Hello:

Years ago I got a bunch of old frames from a friend who's father had a business in Toronto's Chinatown. One of the frames had this photo in it. I assume this man is from Taiwan based on the cap insignia but know nothing about it other than what I found online so I apologize in advance for my ignorance. Can anyone tell who this is?

I didn't know where else to post this other than this forum.

I have posted 2 photos because it's a little bigger than the scanner bed and I wanted to show all the writing on the left side.
