Please help

Dear Forum Members,

Can you please assist with this pennant and small patch. Both appear bevo and DO NOT glow under black light. The pennant is 9 inches in length, the patch is 2 inches high and about 1.8 inches wide. Are these early Bundeswehr or pre-war Reichswehr?

I go more for Civy.
Especially the "Deutschland" on the Patch let me think so.
For the Pennant, I know them from my Childhood in the early 70's when I had a similar one for my Bycicle.
