Looks civil to me, so the Bulls Eye might be wrong.
Postal Service Work Cap is a guess.

As Nico said, looks like a civilian cap, maybe postal service. Or maybe worn by a civilian Bw employee (guardsman, driver etc.) in the 1960's , 70's.
