Obviously HQ/HQBattery Artillery Regiment 1 (Stabsbatterie Artillerieregiment 1 translated into German) but, I'm quite sure, not German because of the different abbrevation: Would be St/StBttr ArtRgt 1 for the Bundeswehr.
Could it be an Austrian, Swiss, Scandinavian or Benelux unit?

The Artillery Regiment No.1 is deployed in Feldbach/Styria, that´s why, you can find the colours of the state, (Bundesland), Styria on the patch.
