Oberst (Bw) Franz Kaiser was commander of FlaRakG5 of the Bundesluftwaffe. Could he be the same man who won the DKiG and DKiS while serving with the 9th Flak Division of the Luftwaffe during World War II?

Probably an assumption worthy of further research. I wasn't able to find any photos of him from the Wehrmacht Luftwaffe or Bundesluftwaffe.
