To me, these straps look like they are intended for holding a single-pronged buckle.
The top of the strap would be passed through the buckle frame and sewn closed over the bar, with the prong going through the oblong slot. The bottom of the strap is then stitched and/or riveted to whatever it's supposed to go onto using the pre-punched round hole. Given the dimensions, I would think a box or container of some kind would be the most likely application.
Maybe this is too obvious, and you are actually asking about the equipment that these are supposed to be attached to? In that case I have no idea
