Bavarian City Police cap but which city?

Gentlemen,

I have a feeling that I have posed this question before but couldn't find it in the forum so here goes again. If I have posted it before I apologize.
The cap is clearly from Bavaria. It has the Bavarian cockade and the Bavarian police star but instead of having the Bavarian state crest in the centre of the star there is what appears to be a city crest. Can anyone identify the city crest? I have searched the net without any success.
Question number two concerns the colour of the cap cords and the piping around the cap band. Why is it blue? The cap band is a dark blue.

Yes it is. Also the blue Cord and Body makes it a City Police Cap.
