Just,

Yes it is. It is a "Tätigkeitsabzeichen for Unteroffiziere o. P. und Mannschaften der Marine" or in English, a tactical insignia for Unteroffiziere without Portepe and enlisted men in the Bundesmarine. It was one of several badges instituted on the 21st of April 1955. It is for Schiffssicherungspersonal and is a stylized pump. It is worn on the left sleeve. To wear this insignia he/she would have had to attend the Damage Control Training Centre (Ausbildungszentrum für Schiffssicherung), Neustadt in Holstein.

it is a "Tätigkeitsabzeichen für Sonderausbildung der Unteroffiziere o.P. und Mannschaften", for "Schiffssicherungspersonal".
It is a stylized pump valve.

Introduced 1965 (not 1955). Used up to the early 80s.
