was wondering if anybody knows what this was used for, its 43cm long 5 cm wide and has 3 press stud fasteners to secure it around the arm,
it has nice stitching and is on green felt

That's what they were used for in Berlin.

I've also seen them used in Hessen. I have a version ("On Parle Francais")for French speaking officers. These arm bands were replaced back in the early 90's by pocket badges.
