These appear to be painted silver over brass. Is this the way they are supposed to be, or are they West German bronze buttons that have been painted over for reenacting?

The BW would not have worn these buttons. They did not wear brass and they certainly never painted their buttons. 23mm is not a size I would expect to find on a BW uniform. Tunics use 21mm buttons and great coats 25mm buttons. It is possible these are early Austrian buttons for the B-Gendarmerie but I don't have time right now to measure buttons on my Austrian tunics.
