Berlin police overseas cap ?

Certainly looks like a Berlin Polizei acceptance stamp, so I would presume it is Berlin Polizei.

That is definitely a Polizei President Berlin stamp. Very early Berlin Polizei caps were made from a blue wool material that had a rough surface. They were pipped in dark blue.
