What was the original rank of this man? Also, what does the parachute badge on the shoulder mean?

Depends on which insignia is missing from this shoulder board, could be a Stabsunteroffizier (without insignia), Feldwebel, Fähnrich, Oberfeldwebel, Hauptfeldwebel, Stabsfeldwebel of Oberstabsfeldwebel.

The badge is for the 1. Luftlandedivision, which became the Kommando Spezialkräfte and is now the Division Spezielle Operationen.

The blue is for the Technische Truppe if light(er) blue or Sanitätstruppe when dark(er) blue. I guess it is the second one, so a "medicinal snake" (or what's-it-not ) would fit on the shoulder board.

And the uniform, for a nuclear weapons/munitions NCO. Made out of much higher quality wool than my other uniforms for enlisted men. It is still not as nice as your tailored uniform! I have never seen one with wool texture like that. Is there a button under the shoulderboard for the shooting cord on your uniform?
