Who would have been issued this rucksack?

As far as I know this is a standard issue Heer rucksack for the late 1950s through mid? 1960s. Really nice condition too.

Sometimes when I was in Bavaria, I saw them marching at least into the 80's and yes, it's the standard issue Backpack of all German Armed Forces, even Land Units of the Navy had them.
