Military Tape?

Can anyone please tell me if this tape is military or police related?

It certainly looks like regimental colours of some kind and is attached to an old police truncheon as the wrist strap.

This has been bugging me as it looks familiar! It looks like triservice - dark blue/light blue/red for RN/RAF/Army, but the pale centre band doesn't fit!
