Yes, the regiment was titled as the 12th Lancers in 1817, much earlier, of course, than this late Victorian era czapka.
There are no Boer War Battle Honours on the plate, so I would say this example dates to circa 1890 or so.
This looks like a nice example, and it does seem that prices have dropped a bit on these czapkas, at least the other rank's versions.
