Until I saw the 'Made in London' I didn't even think it was British. My only guess is that it may be a stretcher harness for securing casualties to GS stretchers during moving (or a lightweight roll-up stretcher). We do have such items (I'm RAMC) but I've not seen anything like this before.

That did cross my mind but they usually have some sort of quick release button on the chest. If you repost under 'parachute harness' you might get more traffic
