I will give it a go, a woman's dust cap worn with the elastic at the rear designed so all her hair is covered.

I think it may be a cloth cap, part of the overalls, worn by women working in munitions factories during the 1914-18 war. Could OF = Ordnance Factory?

If so. that's a great item!. And great condition. Historically important. The stamp will tell the tale. I'm going to nose around.
